He was born July 10, 1952 to Wally and Vera Cox in Roseburg, Oregon. He was preceded in death by his parents and his daughter Minnie. He has two brothers, Robert Cox of Myrtle Creek and Jim Coutts of Roseburg. John and Kathy married and raised five children, Minnie, Malisa, David, Kevin and Juanita. He had nine grand children, Abel, Linzi, Nathyn, Chris, Ryan, Scott, Cotty, Michael and Johnathon.</p>
<p>John was a long time employee of Umpqua Community College where his passion as a groundsman was evident to anyone who worked at or visited the campus.</p>
<p>His life was made complete by his favorite pastimes including fishing, shooting, spending time in the mountains and being as close to nature as possible. He and Kathy both enjoyed antique shopping and their Sunday’s together.</p>
<p>A day to remember John was held at the <a href="http://www.umpqua.edu/maps-and-directions">Umpqua Community College</a>, in the Jacoby Auditorium, on May 5th at 2 pm.</p>

<p>Douglas was born in Porterville, California to Edward and Rachel Weide. Doulas was placed in the Idaho State School and Hospital (ISSH) at an early age do to his severe developmental problems. He lived there many years until February of 1989, when he joined the family of Rosmarie Kingston(Creech). There he was re-united with a former house mate from the ISSH , Scott Gardner. He was welcomed into his new family by his brothers Peter and Ivan, his sister Kathy and cousin Danielle.</p>
<p>Although Doug could not speak, he was very expressive, and would let you know exactly what he was thinking good or bad, with a yes or no head shake, a stern look, or giggles and kisses.</p>
<p>He enjoyed lots of camping and fishing trips with his new family. One memorable trip was a 3 week trip down the Oregon coast in 1996. He always had a wonderful time.</p>
<p>In 1998, Rosmarie re-married, and Doug gained a second father, Jan DeBoer. He was welcomed into this new family by 3 more brothers, Mike, Paul, and Brian, and another sister, Margaret. In total he had 29 nieces and nephews, and 5 great nieces and nephews.</p>
<p>With his new expanded family he took lots of trips around the United States, including to Tennessee, Oklahoma, Colorado, Wyoming, Washington, Oregon, and all over Idaho. He especially loved his trip to Yellowstone, with his brother Ivan and niece Alexis.</p>
<p>Jan and Rosie run and live on a small farm, Doug loved helping feed the baby animals, and eating the fresh vegetables that the grew in the garden. He loved the swimming the the pool, and the many family barbecues throughout the summer. Rosmarie is a Native American, a member of the Delawares of Idaho, and Doug loved going to the annual summer Pow Wow and camp out.</p>
<p>He loved sail boating with his uncle Clyde and Aunt Lisa, Riding in the Jeep with Jan, and long road trips. He loved eating out at restaurants and especially going to the movies. Some of his favorite movies were The Lord of the Rings, Star Wars, and Star Trek. He loved watching NFL football and boxing with the guys. He did not like shopping with Mom, she took too long looking for the best deal.</p>
<p>Christmas was always a fun time for Doug, the house was filled with love from all of his extended family visiting on Christmas eve.</p>
<p>His family considered him a blessing, and he is greatly missed.</p>
<p>Doug was preceded in death by his parents, Edward and Rachel Weide, his grandparents Clyde and Dorthy Creech, and Aunt Shirley Musgrove. He is survived by his sister Lois Addington of Pennsylvania; His guardian parents Jan and Rosmarie DeBoer; his many siblings and their families: Mike and Becky DeBoer, Aaron, Amber, Ryan, Capri, Isabel, Angelica and Austin; Margaret and Paul Baxter, Autumn, Adam, Henry, Jamie, Kylee, Rosa, David, Alysia, John, Jack, Melanie, Emely and Latausha; Paul and Kristin DeBoer, Seth, Andrew, and Jeremy; Brian DeBoer and Jordan; Peter and Michelle Kingston, Sam and Mae; Rick and Kathy Alseth, Micaela, Judah, Shekkinah, Christian, Azariha, Naomi, and Victoria; Ivan Kingston, his daughter Alexis, and her sisters Amber and Ashley; and Danielle Cuttler, her children Gabe and Macy.</p>
<p>Douglas’ family wishes to give St. Luke’s Meridian, 4th floor nursing and housekeeping staff, their heartfelt thanks and extend gratitude for all the great care, love and compassion they gave to Doug and his mom, Rosie, during their 9 day stay. They were a blessing.</p>
<p>There was a viewing on Wednesday, 03/21/2012 in the evening from 4~6 and the memorial was on Thursday, 03/22/2012 at 11:15, both at The Chapel of the Chimes funeral home in Meridian, Idaho.</p>

<p>Ceremonial Chief and long time Councilman Alan Louis Coates, 76, lost his battle with cancer on February 27, 2012. Allen was born on August 16, 1935.</p>
<p>Alan was born in Baker City, Oregon in 1935 to Allen Sr. and Elsie Coates.</p>
<p>He grew up fast and started working at a very early age. He learned to work hard and worked many different jobs. In his early life he would take odd jobs like breaking horses, usually once he broke the horses he let all of his children take turns riding them.</p>
<p>He finally met the woman of his dreams, who swept him off his feet, Jeannie (Jin) Wallace. They married and had eight children, seven daughters and one son.</p>
<p>They were married almost 45 years when Jin passed away on February 12, 1996.</p>
<p>Allen and Jeannie moved around a lot when they were first married, and finally settling down in the Payette, Idaho area. Allen loved his children very much and his girls often tested his patience.</p>
<p>Allen passed away at home with his family and friend surrounding him with love and prayers.</p>
<p>Preceding him in death, his wife Jeannie (Gin) Coates, his brother Donald Lee Coates. He is survived by his 8 children; Teresa Weber, Linda Ramos, Gloria O’Donnell, Eddie Coates, Susan Silence, Sharon Hai, Pamela Jane Coates and Tina Coates,  11 Grandchildren; Angie Weber &amp; Jon Murray, Brandy &amp; Doug Shantner, David W. O’Donnell, Tommy E. O’Donnell, Nicholas J. O’Donnell, Joseph J. O’Donnell, Michael Silence, Tiffany Ruth Coates, Jake Allen Coates, Cesily Coates and Sharron Haaheum, and 10 Great Grandchildren; Ally Murray, Wesley Murray, Mathew Murray, Nikole Murray, Tara Tester, David A. O’Donnell, Landen J. O’Donnell, Everett Hook, Braydon Hook and Skyler Saxton, as well as numerous  nieces, nephews and cousins.</p>
<p>There was a memorial service Friday, March 2nd,  2012  at 2:30 pm at the Chaffer Jensen Funeral parlor in Payette Idaho.  Grave side services were immediately held at 3:15  at the Riverside Cemetery.</p>
<p>Our condolences go out to his family. His many years of service to the Delawares of Idaho was invaluable and greatly appreciated.</p>

			<content:encoded><![CDATA[<p>Pease, George Edward “Geordie” 71, passed away peacefully on July 2, 2011 after a prolonged illness.</p>
<p>Geordie was born and raised in Denver, educated at St. Philomena’s grade school, Regis and East High schools, the University of Colorado-Denver (B.A., M.A.), and the University of Denver (M.S.W.). </p>
<p>Geordie was a proud fourth generation Coloradan. His great grandfather, George E.H. Pease, was a framer of the Colorado Constitution. His father, George A. Pease, served as admin. assistant for the Tenth Circuit Court of Appeals. Geordie completed his first master’s degree in urban and regional planning. His thesis included a study, past and present, of the Globeville community. He also served as chairman of the Greater Parkhill Community. He spent the greatest part of his career as an addictions social worker. He found the work rewarding &amp; challenging.</p>
<p>Geordies’ love of music grew in the early 1960’s when he appeared in clubs and coffee houses as a folksinger and continued throughout his life.</p>
<p>Geordie is survived by his wife of 41 years, Patricia DeLuca Pease, his son Michael George William Pease, and his brothers Robert J. Pease, of Denver, and Father Raymond A. Pease, S.J., of Honduras.</p>
<p>A memorial and remembrance service was held on August 15, 2011 at Horan &amp; McConaty Chapel, 1091 S. Colorado Blvd., at 10 a.m. Friends were invited to share their memories of Geordie at the service.</p>

<p>It is important to remember that the settlement would include all Indian moneys for all of the Indian Tribes in the United States under BIA management, and that any portion of this money that ends up coming to the Delawares of Idaho and or its members is most likely to be a very small portion of this settlement, between five hundred and one thousand dollars per person.</p>

He was born in Basin, Wyoming on July 11, 1921. He was proceeded in death by Dorothy E. Creech, his wife of 65 years. Also proceeding him were 2 daughters; infant Carol E. [...]]]></description>
			<content:encoded><![CDATA[<p>Clyde (Eagle Eye) W. Creech Sr. 89. passed away Saturday 25th, 2010 at the Good Samaritan Society Boise Village of Boise, Idaho. He was born in Basin, Wyoming on July 11, 1921. He was proceeded in death by Dorothy E. Creech, his wife of 65 years. Also proceeding him were 2 daughters; infant Carol E. Creech who died after only 4 days, and Shirley L. Musgrove of Boise who died April 17, 1995.</p>
<p>Clyde lived an exciting life. He lived as a hobo for about 3 years during which time he was in every state of the Union but Alaska &amp; Maine. He worked on a cattle ranch, was a sheepherder for Andy Little, handled Dynamite for the Burlington Freight Line, and drove Hudson Tara-planes from Minnesota to Montana (both tandem and tractor-trailer rigs).</p>
<p>He was a Marine and a World War II Veteran. He received the Purple Heart when he was wounded in action on the island of Iwo Jima. His unit, The Fourth Marine Division, received a Presidential Unit Citation for Outstanding Performance, and another citation for Extraordinary Heroism in Action. He is listed as a World War II Honoree on the National WWII Memorial in Washington, DC. He was a brick mason for 28 years and worked all over the Northwest. He was the Recording Secretary and Business Agent for the Bricklayers Union for a time. He was one of the founders of The Delawares of Idaho, and he testified before the United States Senate in 1980. The Delawares of Idaho and the struggle to gain their rights back as Native Americans was a driving force in his life. Clyde held many offices for the tribe, and was ultimately the Chief of the Delawares of Idaho for many years.</p>
<p>He is survived by his children Marlene R. Menges of Boise, Idaho; Beverly D. Jenkins of Pendleton, Oregon; Rosmarie S. De Boer of Meridian, Idaho; Clyde W. Creech, Jr. of Boise, Idaho and Carl B. Creech of Tuscon, Arizona; as well as many grand children, great-grandchildren and great-great grandchildren.</p>
<p>A viewing will be held Friday, October 1st at 6 to 8 PM. At Accent Funeral Home, 1303 N. Main Street, Meridian, Idaho. Graveside services will be at the Meridian Cemetery at 895 E. Franklin Road, Meridian, Idaho at 10 AM Saturday, October 2nd.</p>
<p>Towards the end of his life Clyde and Dorothy were cared for by his daughter, Marlene Menges and her family, before Clyde moved on to the Boise Samaritan Village. Clyde’s family would like to extend a special thank you to the staff of the Good Samaritan Village, and Lisa Creech for their special care of Clyde.</p>

<p>Here is a story that his daughter, Rosmarie DeBoer, found in his belongings. Click here to see it in his hand writing or you can read the text below. </p>
<p>Page 1<br />
1. At three years old we moved to Billings MT, Vera was born.<br />
2. At four we went to Wesley Idaho. We lived here about two and one half years. Uncle Bill and my dad were bootleggers for an old Indian woman<br />
3. We moved to Ontario, Oregon in September I started to school, first grade, I only went about 1 month and then moved to Payette ID. Eddie had pneumonia and when he was able to move we to a house between New Plymouth and Meridian . I went to school in New Plymouth. Eddie had yellow jaundice. I milked cows morning and night, my pay was 2 gallons of milk per day.<br />
Then mom left home and dad moved us kids in with grandma. I was about 7 years old. I went to school in New Plymouth Idaho. My Teacher told me she was going to</p>

push me as fast as could and try to get me caught up in the grade where I belonged. I made two grades that year, first and second.</p>
<p>That year at Halloween time the high school kids from New Plymouth came out to trick or treat. They didn’t ask for a treat, they were there to pull a trick on us. All the men were gone and just grandma and us kids were there alone. They let grandpas geese out. Two of these times grandma went to the closet and got out the double barreled shot gun and went down to the back porch, pointed the thing up in the air and pulled the trigger but nothing happened. Grandpa didn’t reload it</p>

before putting it away, but the kids heard the snap of the hammer fall and they took off running. One hollered out “Run fellows run! That old fool got no more sense than to shoot us all!” We had about 5 acres of grain that they hadn’t cut yet and those kids were clearing the tops of the grain as they ran. They never did come back out there. </p>
<p>That same year Grandpa, dad and all of the men went to Jerome Idaho to work in the spud harvest. When they left grandma told them to send money so she could get some groceries for us kids.</p>

and her, Well the first week went by and all we had to eat was butter nut beans three times a day and at the end of the week we took the horse and buggy and went to town to get the mail but no mail we went home to eat beans for another week then went to town but no mail, no money. Grandma wrote a letter to grandpa and my dad and said send some money for groceries and we went back to beans for another week. Went to town again grandma ask for the mail and there was a letter from dad. He said he had sent some money the first week </p>

and he would send more in a couple of days so grandma turned back to the window and asked the mail clerk if there wasn’t another letter there for her he said no more mail this made  grandma mad she told him he was lying and she would give him 2 minutes to dig out one more letter or she pull him out the little window and when she was finished with him there would be nothing but a grease spot left on the floor. You know he found the other letter,</p>

it was laying on the counter where he had been sorting the mail. Was he surprised!</p>
<p>That winter while living with grandpa and grandma I went to school in new Plymouth Idaho. I had to walk one and one half miles to the bus and then ride it for ten miles. Things were rough that winter after grandpa and dad came home. Grandpa went to trapping for skunks, mink, muskrats and any other fur bearing animals available. I can remember grandpa bringing  muskrats home and cleaning them up good and then we would eat them. This was all the meat we had that winter.</p>

Then in the spring we moved to Emmett Idaho. Dad bought a touring Chevrolet sedan. He tore the back seat out of it and started peddling fruit and he did pretty good. That is he made a living for us cause mom had come back home and her and dad went back together. We lived in a little house in the Williams and it only had four rooms, 2 bedrooms, a front room and kitchen. Eddie and I slept on the back porch. Dad just put canvas around it but it sure was cold out there. Later</p>

we moved into a tent house that Dad built on the old man Grogan place we lived there one whole year and that tent sure was cold in the winter then from there we moved out to a another tar paper shack. It was eight feet wide and twenty-four feet long and that is the year I started to working out. I went out for Andy Little, a big sheep man in Emmett. I drove dirich cart while we were stocking hay. I received one dollar a day and my board and room. We put in 10 hours a day. That was the year I turned 10 years old.  I worked about 4 years for him in the summer time. I was also the mule skinner.</p>

<h2>2009 Annual Meeting</h2>
<p>This year’s annual meeting as held on June 13, 2009. The meeting was called to order by Chairman Lanay B. Creech I at 11:45 A.M. An opening Prayer was offered by Clyde W. Creech Jr. Rosmarie De Boer was appointed Secretary for the Meeting. Attendance was taken; Alan Coates, Deborah Gravett and Pete Kingston were absent. Present at the meeting were Lanay B Creech, T. Wayne Harris, Deb Borjas, Rosmarie De Boer, Ivan Kingston, Randy Coates, Charlotte Simmons, David Creech, Forest Hynek, Clyde Creech Jr., Tammy Bird and Ken Sereduk. A quorum was declared.</p>
<p>Lanay read the minutes, T. Wayne Harris made a motion to accept the minutes as read, Randy Coates seconded the motion and the motion was passed.  The Treasurer read the Financial Report and T Wayne Harris made a motion to accept the report as read and Deb Borjas seconded the motion. The Motion passed.</p>
<h3>Old Business</h3>
<p>The Federal Recognition Process and Technical Assistance Letter was discussed. We have our records mostly in shape. When we have a TA inspection we must have the “form 20″ signed and in each members file, as requested by the BIA. The Federal Recognition Committee consists of Lanay B. Creech I, T. Wayne Harris, Deb Borjas, Rosie De Boer, Gwen Klinger, Chris Klinger. New members are Andrew Gildersleeve, and Trish Shields. Andrew Gildersleeve does legal research and studies Indian Law, he was appointed to the Board.</p>
<p>The need for documentation of the time period 1900–1960 was discussed, highlighting the fact that we need one document from each decade starting from 1900 thru 1960. Ideally this would be from a third party, and them referring to us as a Delaware Indian person or group. For example, pictures or articles from newspapers.</p>
<h3>New Business</h3>
<p>Some of the new business discussed was that Chairman Lanay B. Creech I was tired of bickering and fighting among the members. The chairman stated “It will quit or I will walk away.” There was a discussion about the fact that we do not have everyone’s “form 20″, including one large group that is lacking their minor children. Please remember to send in form 20!</p>
<p>New members Andrew Gildersleeve and Patrica Shields were welcomed to our organization; they are members of the Watches side of the family. After a discussion, a consensus was reached to change the Annual Gathering meeting from the 2nd Saturday in June to the 4th Saturday of June each year. This change was made to accommodate members who have children still in school during the 2nd week of June. The next Annual Gathering meeting will be on June 26th, 2010, at the Park in Ontario, and will be a potluck lunch. Get your favorite recipe out and ready to share. Lanay Creech made a motion to adjourn, which was seconded by T. Wayne Harris. After the meeting flowers and a certificate were presented to Charlotte Simmons for being the Outstanding Tribal Woman of the Year for the Year, 2008. A Golden Eagle Feather was presented to Clyde Creech Sr. as the Ceremonial Chief of the Tribe.</p>
<h2><a href="http://www.thedelawaresofidaho.org/wordpress/?p=1671">Oklahoma Indian Summer Festival</a></h2>
<p>Our Chairman, Lanay B. Creech I, attended the 22nd Annual <a href="http://www.okindiansummer.org/">Oklahoma Indian Summer Festival</a> in Bartlesville, Oklahoma. Bartlesville is the tribal headquarters for the recently re-recognized <a href="http://www.delawaretribe.org">Delaware Tribe of Indians</a> whose ancestors were forced off of the Kansas reservation in 1867.</p>
<p>Attending the Indian Summer Festival with Chairman Creech were his wife Judy Creech, tribal members Cris and Gwen Klinger and Gwen’s Sister Brenda.  The festival was very well organized and at the inter-tribal powwow our group had the opportunity to visit with various tribal members from the Delawares of Oklahoma, Cherokee Nation, Pawnee Nation and the Osage Nation. Additionally at the event, more than 30 Native American Indian Artists were selected for a juried art competition.  Sculpture, paintings, clothing, gourd art, pottery, wood sculpture, basket weaving, silver work, bead work, and leather goods were some of the items available too see and purchase. Various interactive traditional craft making and cultural demonstrations showcasing these artistic talents were held both days. Another highlight of the event was a 50 member <a href="http://youthchoir.cherokee.org/ChoirCDs/VoicesoftheCreatorsChildren/tabid/193/Default.aspx">Cherokee National Children’s Choir</a> that sang songs in Cherokee. We were blessed with some beautiful fall like weather for the festival which helped bring out a tremendous turnout for the event.</p>
<p>The Color Guard Unit for the Grand Entry each evening of the event was the Lenape Color Guard from the <a href="http://www.delawaretribe.org">Delaware Tribe of Indians</a>.</p>
<p><a href="http://www.thedelawaresofidaho.org/wordpress/wp-content/uploads/2009/09/SANY0322.JPG"><img class="alignright size-medium wp-image-1670" title="SANY0322" src="http://www.thedelawaresofidaho.org/wordpress/wp-content/uploads/2009/09/SANY0322-300x225.jpg" alt="SANY0322" width="300" height="225" /></a>We thought it was very gracious and an honor that the Lenape Color Guard took time after the grand entry to pose with our Chairman, Lanay Creech.  The Lenape Color Guard brings much Lenape honor and tradition to the Grand Entry of each event that they attend.</p>

<h2><a href="http://www.thedelawaresofidaho.org/wordpress/?p=1557">1959 — 2009 Frank Scaramuzzi</a></h2>
<p>Frank Scaramuzzi, son of Francis Scaramuzzi, died in <a href="http://www.lagrandeobserver.com/News/Local-News/Elgin-reacts-to-murders">unfortunate circumstances</a> some time in mid-July. Francis Scaramuzzi is the sister of Priscilla Ruth Thayer, mother of our Chairman, Lanay B. Creech I. Frank is Chairman Creech’s first cousin. Chairman Creech drove up from Oklahoma, and stayed with his family in Baker City through the services.</p>

<p>The  memorial for Frank Scaramuzzi was held on August 15th, 2009 in the Elgin City Park from 5:00 to 8:00  in the evening. Arrangements were under the care of Loveland Funeral Chapel and Crematory.</p>

<h2><a href="http://www.thedelawaresofidaho.org/wordpress/?p=1041">DOI College Scholarship Fund Benefit Sale</a></h2>
<p>Rosmarie De Boer held a garage and bake sale benefiting the DOI College Scholarship Fund at her home in Meridian, Idaho this August. The three day event was the “First Annual” sale, as she plans to make it an annual happening.</p>
<p>Many volunteers helped  make the event a success. Jan and Paul De Boer helped set the sale up each day, and Jan manned the grill for the two dollar hot dog and a drink combo. Charlotte Simmons, Deborah and Dion Gravett, Priscilla Thayer, Forest Hynek, Ivan Kingston, and Rosmarie De Boer worked the sales floor. They collected $184.04 over the 3 day sale.</p>
<p>The sale featured many tools, household items, toys and artwork donated by Chuck Creech, Clyde and Lisa Creech, Dion and Deborah Gravett, Forest Hynek, Ivan Kingston, Jan and Rosmarie De Boer, Linda Holland and Ron and Lou Milliken, to name just a few. Thank you all.</p>
<p>As a reminder, we will gladly accept your donations year round, we are a 501©3 non profit corporation, and all donations are tax deductible.</p>

<p>The excerpt below explains why you must sign consent form (<a href="http://www.thedelawaresofidaho.org/wordpress/wp-content/uploads/2009/04/form-020.pdf">DOI form 20</a>) to belong to the Delawares of Idaho. It is taken from the <a href="http://www.gpoaccess.gov/fr/">Federal Register</a> / <a href="http://www.access.gpo.gov/su_docs/fedreg/a080523c.html">Vol. 73, No. 101 / Friday, May 23, 2008 / Notices</a> on the first page, third column under Guidance and Direction 1. Emergence of Splinter Groups no. (3)  and refers to consent forms to be signed by each individual stating that he or she voluntarily wishes to belong to the group, i.e. here the Delawares of Idaho.</p>
<p>This provision has been the reason we now have our present applications with the statement a member desires and intends to be a member of the Delawares of Idaho. This also gives other directions we need in our federal recognition process that is being followed.</p>

<p>Guidance and Direction</p>
<p>I. Emergence of Splinter Groups</p>
<p>A. Splinter Groups That Arise After a Petitioner Submits a Letter of Intent and Before the Department Determines the Group Is ‘‘Ready, Waiting for Active Consideration.’’</p>
<p>Conflicts within a petitioning group that result in multiple and conflicting claims to leadership hamper the ability of OFA to communicate and conduct its business with the group when OFA cannot identify a single governing body as the point of contact with the group.</p>
<p>OFA should deal with the designated leaders of the group as a whole, not the group’s various members, and should continue to avoid becoming involved in the internal conflicts of a petitioning group. Disputes are matters that must be handled by the group. When OFA finds that conflicting claims to leadership interfere with its ability to conduct its business with the group, OFA should not devote its expertise and resources to the group’s petition.</p>
<p>In order to be able to work with the one duly authorized governing body of a petitioner when these leadership disputes occur, OFA may request the following information from the group:</p>
<p>(1) The current governing document, and all past governing documents;</p>
<p>(2) The current membership list that is certified as accurate as of a specific date, and all past membership lists;</p>
<p>(3) Completed consent forms from every member. A consent form should be signed by each individual and should state that he or she voluntarily wishes to belong to the group. A parent should sign for his or her minor children individually or the legal guardian or representative transacting for that minor child or individual should sign. In the latter instance, the group should submit a copy of the legal document allowing that representation;</p>
<p>(4) Copies of the all minutes of meetings of the group’s governing body since the filing of the letter of intent;</p>
<p>(5) Copies of documents reflecting changes in the composition of the governing body since the filing of the letter of intent, such as published election results, minutes, newspaper articles, or newsletters; and</p>
<p>(6) Any court order determining the legitimate leadership of the group.</p>
<p>Until this material is received and the leadership split is resolved, OFA should not expend time on the petitioner. The submissions should be reviewed by the appropriate OFA researchers, when available, recognizing that, under the regulations, the Department’s top priority is processing petitions on active consideration, followed by those petitions on the ‘‘Ready, Waiting for Active Consideration’’ (‘‘Ready’’) list. If an OFA review of the submitted information identifies a governing body agreed upon by the group’s members, then OFA may contact the petitioner.</p>
<p>Some petitioning groups attempt to resolve their disputes by splitting into two or more groups, not realizing that, by doing so, neither group may be able to meet the criteria. The Department does not acknowledge parts of an Indian tribe. Therefore, the groups should be encouraged to work together for the long term, recognizing that there may be circumstances in which the separation is appropriate to reflect an actual group that might meet the regulatory criteria.</p>

<p>Lewis Murray, 89, of Ponca City, Oklahoma passed away on June 15, 2009. Arrangements were taken care of by the Trout Funeral Home in Ponca City, Oklahoma. <h2>The Alseth Family in Bolivia</h2>

<p>Kathy Alseth, one time secretary of the Delawares of Idaho, and her family are currently serving with a christian orphanage called Casa de Amor, in Cochabamba, Bolivia. They recently opened an orphanage for special needs children out of their home in Bolivia. Originally they went to Bolivia planning to spend six months working in two different orphanages in August of 2007. After working there for the six months and falling in love with the children, they felt compelled to stay through 2010.</p>
<p>In the orphanage, called Casa de Amor 3, they care for as many as 8 children, and many have special behavioral or medical needs. Rick and Kathy are house parents to these children and they endeavor to meet their needs on a continual basis. They are assisted by a small staff and their children, who are like brothers and sisters to them.</p>
<p>They are currently in the process of adopting three of the children themselves! You can follow Kathy and her family on Facebook, or on their website. <p>The mother-in-law of Rosmarie De Boer, Margaret De Boer, 89, of Nampa, passed away Tuesday, September 8, 2009 at her home in Nampa Idaho. Funeral arrangements were under the direction of the Chapel of the Chimes Funeral Home, in Meridian, Idaho.</p>
<p>Margaret and her family immigrated to the United States in 1959. She became a U.S. citizen in 1967. Margaret had 10 children, many grandchildren and great grandchildren.</p>

<p>Richard N. Koch, 65, of Seattle, Washington passed away July 13, 2009 of a heart attack. He was preceded in death by his brother, Alan Creech. <h3>The Name</h3>

<p>In the 1940s, when our tribe lived there, we called it Birdies Island.  That was the name of the location that the tribe referred to as home.  I was always curious to visit Birdies Island because the elders sounded so attached when they spoke of this special place and the time they spent there.  Occasionally, over the years, I’ve searched the internet in hopes of finding more information about this place so close to the hearts of our tribe.  I found no reference to it on the internet.   One day I asked my mother to be very specific on how to get there, so I could locate it.  I contacted the State and they helped me locate our prior home called Birdies Island.</p>
<p>What I found was that our Birdies Island is the same place that others now call Birding Islands.  They described the place to me like this. “Just north of the small community of New Plymouth, Idaho lies the unique river habitat area known as the Birding Islands. The name depicts, to a large extent, what type of wildlife use the area. Many different types of birds, both game and non-game, can be found throughout the area. For example, great blue herons and night herons, snowy egrets, mallards, widgeon, Canada geese, and a variety of shore birds all utilize the wetlands of this area.”  I can’t help but wonder if Birdies Island was our name for the place, that eventually evolved to Birding Island; or was it called that already and the oral history slowly altered the name.</p>
<h3>How to Get There</h3>

<p>Payette River Wildlife Management Area’s (WMA) Birding Islands segment is located just northeast of the town of New Plymouth in west central Idaho’s Payette County. Birding Islands is accessible at three locations; the Birding Islands South access is the most popular. To reach it, take Interstate 84 to exit nine and travel 4.5 miles on State Highway 30 through the town of New Plymouth. Just past the New Plymouth Post Office look for the Birding Island South sign. Turn east onto Idaho Street and drive 0.5 miles to Holly Avenue. Turn north and follow Holly Avenue 1.5 miles to NW Second Avenue. Turn east and follow this road 0.7 miles to Payette River WMA’s Birding Islands South parking lot.</p>
<p>The BLM shared some general information with me, It is near the Idaho/Oregon border, scattered islands dot the Payette River. Large and small, wide and narrow, these islands and nearby mainland areas provide prime nesting habitat for Canada geese and other waterfowl. Recognizing the significance of this area to nesting waterfowl, the Idaho Department of Fish and Game (IDFG) purchased 50 acres of Payette River islands in 1960 (15 years after our tribe left the Island). Additional island and mainland acreage has been acquired over the years and today, Payette River Wildlife Management Area (WMA) totals just over 1,200 acres. Area management focuses on waterfowl nesting/brooding habitat and upland game bird nesting/wintering habitat. These and other management efforts benefit a host of wildlife present at Payette River WMA.</p>
<h3>Birding Islands &amp; our Family History</h3>
<h4>(recalled by Charlotte Simmons)</h4>
<p>The tribe lived where it is known today to be called Birding Island.  We always called it Birdies Island.  Our house was right next door to the water area.  This is where we had jewelry hidden in the walls.  The family brought it from Pearl Stephenson’s family up the trail, hidden in the hem of their skirts.  They hid it in the logs of the house at Birdies Island.  It was a 3 room wooden framed house with a tar paper roof.  We called it “The Big House”. There was a pot belly stove in the living room and a cook stove was in the kitchen.  The front door was on the north side of the house and opened into the living room. There was a window in the living room, a couple in the kitchen and one in the bedroom.  The bedroom was just big enough for a bed and a dresser.  Grandpa and Grandma (Leander Creech and Pearl Stephenson Creech) lived in The Big House.  Everyone else in the family lived in tents and tee pees on the west side of the house.  The driveway was on the East.  It had a wood pile on the south.  The road to the place was on the north.  What is known today as the WMA refuge, would have been on the east side of our house and the river was on the west side of the house.  We had a big screened in coup that was about 16’ with wire so the birds could fly around.  It was about 10 feet tall.  The wire was on poles with a door into it.  The birds couldn’t get out until you wanted them to go out.  Sometimes they clipped the wings so the birds would get used to staying on the place and then when the wings grew back they would fly away but always return because that is where they started from.  The more that came back, the more eggs we had.  But at the time we lived there it was not a refuge.  Often Grandpa (Leander Lewis Creech) and I (Charlotte Creech) went down along the river and gathered the wild eggs and hatched them out under setting hens that belonged to grandma and turned the birds loose on the island.  The family did that all the time.  The birds came back because we raised them.  One day the house was burnt down.  We figured someone stole the jewelry and then burnt the house down.  Gilbert, Bruce, Grandpa (Leander) and Grandma (Pearl), and Ruth (mama) hunted thru the ashes for days with rakes looking for the jewelry or melted gold and found nothing.  They figured it must have been stolen before the house was burnt down.  After the house burned down, the tribe left the area.  Twenty years later, the area was preserved as a bird refuge.   I may have been born there, I don’t know for sure.  I do remember being only 7 or 8 at the time and recall that these are some of the tribe that were there:  Leander and Pearl, Art and Ruth, Joan, Tom, Dale, Nina, Charlotte, Chuck, Ray, Elsie and Al with all their kids, Alan, Jean, Bill-Clarence, and Gary, Kate, Frank,  Gilbert,  Bruce, Clyde, Fred and Annie, and LeRoy Hobson.  This is where Grandpa raised the twelve wild geese that he called his boys, but that’s another story.</p>
<p>Whether or not, it was Leander Creech and the Delaware descendants care, nurturing, and protection of the birds that started this refuge that so many people enjoy today; we may never know for sure.  What we do know for sure is that our ancestors, our tribe, has always been close to the land and the animals.  The time we lived at Birdies Island was a special time, a time we shared with the birds.  It may be called Birding Island now, but to the tribe it will always be Birdies Island.</p>

<p>Attending the Indian Summer Festival with Chairman Creech were his wife Judy Creech, tribal members Cris and Gwen Klinger and Gwen’s Sister Brenda.  The festival was very well organized and at the intertribal powwow our group had the opportunity to visit with various tribal members from the Delawares of Oklahoma, Cherokee Nation, Pawnee Nation and the Osage Nation. Additionally at the event, more than 30 Native American Indian Artists were selected for a juried art competition.  Sculpture, paintings, clothing, gourd art, pottery, wood sculpture, basket weaving, silver work, bead work, and leather goods were some of the items available too see and purchase. Various interactive traditional craft making and cultural demonstrations showcasing these artistic talents were held both days. Another highlight of the event was a 50 member Cherokee Nation Children’s Choir that sang songs in Cherokee. We were blessed with some beautiful fall like weather for the festival which helped bring out a tremendous turnout for the event.</p>
<p>The Color Guard Unit for the Grand Entry each evening of the event was the Lenape Color Guard from the <a href="http://www.delawaretribe.org">Delaware Tribe of Indians</a>.<br />
We thought it was very gracious and an honor that the Lenape Color Guard took time after the grand entry to pose with our Chairman, Lanay Creech.  The Lenape Color Guard brings much Lenape honor and tradition to the Grand Entry of each event that they attend.</p>

<p>The mother in law of Rosmarie DeBoer, Margaret DeBoer, 89, of Nampa, passed away Tuesday, September 8, 2009 at her home in Nampa Idaho. Funeral arrangements were under the direction of the Chapel of the Chimes Funeral Home, in Meridian, Idaho.</p>
<p>Margaret and her family immigrated to the United States in 1959. She became a U.S. citizen in 1967. Margaret had 10 children, many grandchildren and great grandchildren.</p>
<p>Please join us in extending our condolences to Secretary Rosmarie DeBoer, and her family.</p>
